The Department of Children and Families (DCF) is seeking a dynamic, mission-driven leader to serve as the Assistant Commissioner of the Children’s System of Care (CSOC). This senior executive position is responsible for guiding a comprehensive, statewide system of care that supports children and youth (ages 0–21) with emotional and behavioral health needs, intellectual and developmental disabilities, and their families. The Assistant Commissioner supports the Deputy Commissioner to advance CSOC’s strategic vision and oversees day-to-day operations. This includes developing and strengthening CSOC programs and services such as intensive care coordination using High-Fidelity Wraparound, Mobile Response and Stabilization Services, Family Support Organizations (family peer partners), in-home services and supports, respite, out-of-home care, and other critical services and supports across the care continuum. This role is central to ensuring that CSOC continues to operate through a System of Care (SOC) framework and infuse SOC core values: youth and family driven, community based, and culturally competent - throughout policy, practice, and implementation.

The ideal candidate will ensure that the system is coordinated, accessible, and effective. The Assistant Commissioner will develop and maintain strong cross-system The Assistant Commissioner will also provide executive oversight of the Contracted System Administrator (CSA), CSOC’s single point of access for care coordination, utilization management, and the statewide electronic health record. In this role, the Assistant Commissioner ensures strategic communication across the system and builds meaningful relationships with community-based organizations, advocates, families, and other stakeholders.

Graduation from an accredited college or university with a Bachelor’s degree. A Master’s degree is strongly preferred.

Ten (10) years of professional experience in developing, designing or implementing broad scale innovations and programs for children and their families. Five (5) years in an executive capacity.
