Position Summary
The Director of Policy & Research leads the development and execution of CCA’s policy and research agenda, working across departments and with senior leadership to produce data-driven strategies that advance the organization’s mission. This role is instrumental in demonstrating how quality training for IHSS home care workers and Skilled Nursing Facility staff benefits both the caregiving workforce—through better wages and retention and the broader healthcare system by improving care outcomes.
As the department’s founding leader, the Director will have the opportunity to shape its direction and strategy. The ideal candidate is passionate about social justice, health equity, and workforce development—especially in support of immigrant women of color, who comprise the majority of the caregiving workforce. CCA welcomes all communities and prioritizes racial and linguistic equity in its work.

Essential Duties and Responsibilities
Develops conceptual research frameworks to inform long-term care training funding strategies statewide.
Conducts proactive research and analysis on policy, legislative, and regulatory issues affecting caregiving.
Builds strategic relationships to expand awareness and support for CCA’s mission through data-informed policy advocacy.
Monitors federal and state legislation and policy developments, assessing impact on home care and nursing home training.
Analyzes public budgets, policy options, and legislation for alignment with CCA’s strategic goals.
Collaborates with SEIU Local 2015 on joint state and national policy and research efforts.
Prepares written materials including legislative testimony, policy memos, research briefs, and correspondence for internal and external audiences.
Briefs the CEO and senior leadership on emerging research, policy shifts, and potential industry impacts.
Represents CCA at conferences, public forums, and governmental hearings.
Supervises strategic caregiving research focused on economic, social, and political factors influencing the sector.
Manages and prioritizes research requests from stakeholders and internal leadership.
Tracks industry and workforce trends, including economic and environmental performance affecting caregiving.
Contributes to organizational strategic planning and aligns policy research with long-term initiatives.
Supports and mentors future policy and research staff as the department grows.
Performs additional duties aligned with advancing CCA’s research and policy goals.

Skills
Bachelor’s degree required (master’s preferred) in public administration, public policy, economics, social justice, or a related field. Must have at least (5) years of experience in policy and research analysis and a minimum of (3) years of supervisory experience. Demonstrated experience in policy analysis, strategic planning, and leading cross-functional initiatives is required.
