JOB SUMMARY


Directs, administers, and coordinates the activities of all Divisions within the Department of Human Services. Performs/participates high level policy development and implementation. Works in a close confidential relationship with the Elected Official. 

RECOMMENDED QUALIFICATIONS

Master's degree from an accredited college or university in Social or Behavioral Science, Business Administration, Public Health, or other closely related field, plus ten (10) years of related experience, of which six (6) years must have been supervisory experience; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience.


Additional minimum qualifications may be dependent upon licensure or certification related to specific job duties and responsibilities. 

ESSENTIAL FUNCTIONS
Assesses the need for Human Services in the community and allocates the resources to meet those needs.
Establishes policies and procedures for the operation of the Department including monitoring and evaluating Division performance, coordinating personnel, planning, budgeting, contracting, fiscal management, and service delivery.
Coordinates intergovernmental relations with local, State, and Federal government agencies that affect the Department.
Supervises staff, which includes hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.
Serves as a member of the Mayor's Executive Cabinet and contributes to the administration's strategic plan and direction
Directs and oversees the preparation, justification, and administration of the Department's budget.

This is an appointed, at-will position without tenure and is exempt from the career service system.
