Description
This executive level position provides direction for Bell Shelter clinical programs. Leads continuous program improvement efforts. Ensures implementation of relevant evidence-based interventions (i.e., program design). Ensures implementation of clinical in-house training programs for all Bell Shelter Staff. Oversees Clinical Department (comprised of in-house Clinical Interns [paid and/or unpaid], Licensed Clinicians, Medication Specialists, and Neurofeedback Coordinator). Directly oversees Wellness Center Program, which includes the Veterans Grant & Per Diem Treatment Program and Drug Medi-Cal Substance Use Disorder Treatment Program. Provides or arranges for clinical supervision for interns. Directly supervises and manages approximately 6-8 staff, including clinical staff and Wellness Center Program Manager.
Oversee the Wellness Center Drug Medi-Cal Program and Veteran Grant & Per Diem Treatment Program, ensuring all fund regulations and requirements are met; and managing all license/certification issues with the CDHC Services– including biennial license/certification renewals and site monitoring visits, annual VA site audits, annual LA County Substance Abuse Prevention and Control (SAPC) monitoring visits/audits, and periodic DHCS Medi-Cal audits.
Be or become proficient in use of SAGE (SAPC/DMC e-health patient record system). Train/support clinical staff in DMC, LA County (SAPC), and SAGE protocols and procedures.
Directly supervise and manage the Wellness Center Program Manager, all Bell Shelter Clinicians, Medication Specialists, and Bell Shelter Neurofeedback Coordinator.
Refer and/or support processing of referrals made by clinical staff to local mental health agencies for clients who need psychiatric care and medication evaluations as needed.
Clinically supervise or arrange for clinical supervision of MFT/MSW/APCC interns who are accumulating clinical therapy hours at Bell Shelter.
Coordinate Mental Health services for clients with ENKI Mental Health, Rio Hondo Community Mental Health Clinic, and other mental health service providers on/off site.
Complete all required progress notes, confidentiality agreements, and other necessary paperwork.
Serve as a liaison between Mental Health service providers and Bell Shelter staff to ensure efficient delivery of clinical services.
Provide In-Service Trainings for all Bell Shelter staff & develop/implement annual training calendar.
Help create and maintain a therapeutic environment in which clients are viewed and understood in the context of their experience.
No clinical services will be provided without appropriate licensure.
Position involves working with clients who may be agitated, angry, and/or verbally abusive.
Position may involve working some weekends, evenings, and holidays.
Position may be able to accommodate some remote work.

Skills
Excellent management, communication, and problem-solving skills
Deep knowledge with substance abuse treatment and mental health treatment practices and interventions, including treatment.
Ability to plan, make sound decisions, and lead/support others.
Create training curriculum for program staff
Ability to juggle competing priorities and meet deadlines
Work successfully with minimum supervision.
Ability to interact with both participants and staff in a professional, respectful manner.


Notes
Master’s Degree and licensed strongly preferred.
Ability and qualification to provide clinical supervision preferred.
Alcohol and Drug Counselor Certification or License preferred
5 years of experience working with persons experiencing homelessness.
5 years of experience supervising subordinate staff, preferably including clinicians.
CPR and First Aid certification required and TB clearance.
