Salary: $66,239
Summary: Responsible for oversight of community employment, vocational services and Social Service Programs, including but not limited to Supported employment, facilitation of vocational evaluations, job skills development, vocational training, in facility employment, community job development, job readiness, Job search, job placement Community Employment programs, Community Based Work Evaluation (CBWE), Trial Work Experience (TWE), placement assistance, Transition Students services, career counseling, Job Coaching, and administration of literacy/education programs and other expanded services as assigned for vulnerable individuals and adults with disabilities. Responsible for time studies, pricing, proper calculation of consumer wages and oversight of related billing in compliance with Department of Labor (DOL), Labor and Workforce Development (LWD), WIOA, WFNJ-NJLWD and all appropriate regulatory authorities.
Responsible for the overall management and supervision of assigned programs, Assemble staffing teams and directly supervise Employment coaches, Supervisors, Education Instructors, Vocational Evaluators, and other agency personnel as assigned or required. Staff evaluations and personnel actions. Provide oversight in the assembly of staffing teams and assure the development of staff competencies.
Skills & Qualifications: Proficiency in Windows software, Ability to use a data entry software such as Therap, Excellent interpersonal and conceptual skills, strong management, leadership, planning and communication skills; ability to manage information effectively; knowledgeable on staffing function and employment related legislations. Ability to make managerial decisions and taking action; ability to utilize spreadsheets, audit invoices, submit invoices, review expense reports and understand and apply matrices for service recipient attendance, roster management, revenue, staffing ratios, and work force/staffing management relative to budget; knowledgeable of Fee for Service model system.
Master Degree in Vocational Rehabilitation, Professional Counseling or related field; plus a minimum of three years of experience managing vocational training programs for adults with disabilities and supervisory responsibilities with proven success encompassing all areas above. Minimum 5 years of successful middle level to upper management supervisory, programmatic, operations and administrative experience required. Experience in facilitating programs for vulnerable population including assisting individual’s transition from unemployment to work, have access to competitive employment, education, vocational training, job readiness, and placement and support services to succeed in the labor market. Experience in managing a Vocational Training workshop facility for contract/sub-contract work for individuals with intellectual disabilities required. Experience in community job development, service recipient advocacy and job skills development required. Thorough knowledge of all U.S. DOL Wage and Hour Division Special Minimum Wage Rates under Section 14(C) of the Fair Labor Standards Act, DVRS, DDD, WFNJ/NJLWD, WIOA, CARF, Demonstrated successful experience in supported employment, program oversight and community outreach.
