SUMMARY: Under the general supervision of the Executive Director, the Site Manager is responsible for overseeing the day-to-day business operations of a specific Scotts Valley Tribal TANF (SVTT) service location, servicing a specific geographical area. Such operations may include, but are not limited to case management, job development, education and training activities and overseeing relevant prevention programs. The Site Manager supports and strengthens assigned staff to foster an environment of growth and professional customer service both internally and externally.

The position is responsible for assessing and monitoring site progress with respect to SVTT goals; analyzing key barriers facing the participants; tracking the attainment of related milestones; and making recommendations to designing the program to fit participant needs. The Site Manager will create an atmosphere that promotes Indian unity and self-sufficiency and maintain positive relationships with other social service and health agencies and act as a liaison to key programmatic stakeholders.

1.        Recruit, hire, train, and supervise site staff. Coordinate with Family Advocate staff to ensure continuity of programs and goals.
2.        Resolve conflicts between staff, staff and clients, and inter-agency disputes.
3.        Develop, plan, organize, coordinate, and direct the activities of the Tribal TANF program that address the needs of the communities served including, but not limited to:
a.        Collaboration and coordination with Concord site.
b.        Youth focused family and community prevention and diversion programs such as: substance abuse prevention, recreation/sports, cultural activities, un-wanted pregnancy prevention, parenting, and referral to other programs, professionals, agencies for those with more serious or crisis needs.
c.        Adult, vocational and other educational services to develop clients job skills.
d.        Job readiness skill development, and job placement.
e.        Life skills programs.
f.        Issuance of temporary assistance funds.
4.        Promote TANF program through ongoing interaction and collaboration with other Tribal organizations.
5.        Demonstrates continuous effort to improve assigned office operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service both internally and externally.
6.        Review various SVTT client and program documents, monitor that all items maintain compliance with applicable SVTT Plan, may conduct research and develop Policy and procedures to ensure compliance with Federal regulations.
7.        Regularly review and monitor work participation rates, MER processing, site statistics, case counts, supportive services, and other case management activities.
8.        Works with the Executive Director, Family Advocate Manager and Accounting Manager to draft and amend SVTT policies and procedures.
9.        Prepare, clear, concise, and accurate records and reports as directed by the Executive Director.
10.        Assist with the preparation, monitoring and administration of the site’s budget.

Knowledge of tribal, federal, and state regulations that apply to the Temporary Assistance for Needy Families (TANF) program operations.
Awareness of current Native American issues regarding employment, training, welfare referral and social services. Knowledge of Indian values and culture in relation to self-sufficiency and welfare dependence.
Experience and working knowledge of existing welfare referral policies, programs and their associated systems, management standards and procedures.
