DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Health Department has an exciting opportunity for a Bureau Chief, Public Health. The selected candidate will supervise and coordinate the activities of Bureau employees in the Human Services Division. The duties are as follows, but not limited to:
Assistant Director and Program Leads, plans and ensures institutional effectiveness regarding all Human Services programs and operations.
Provides guidance and instruction in implementation and ongoing operation of Human Services Programs.
Provides quality assurance and technical instruction in developing and achieving program-based goals and outcomes.
Provides leadership necessary to achieve goals and outcomes.
Provide direction, guidance and oversight necessary to achieve program accreditation and certification.
Works with the Assistant Director to develop and implement agency policies and procedures.
Confers with the Program Leads for long- and short-range planning with the primary responsibility for those areas that cross program lines.
Responsible for special projects/assignments as assigned by the Assistant Director including media relations, intergovernmental relations and community relations.
Works with the Program Leads, evaluates the various programs, keeps the Assistant Director advised of the effectiveness of current programs, initiates necessary changes required for the improvement of programs and assesses the need for new programs.
The position is physically comfortable; the individual has discretion about walking, standing, etc.
A Doctoral degree in Public Health or a closely related field, such as Biology, Microbiology, Chemistry or Physics is required.
Four (4) years of supervisory and administrative experience in a major health agency are required.
A Master's degree in Public Health or a closely related field, such as Biology, Microbiology, Chemistry or Physics, and seven (7) years of supervisory and administrative experience in a major health agency may be substituted for the above education and experience requirements.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
SELECTION/SKILLS TESTS REQUIRED
None. However, the Department may administer a skills assessment test.
