The Assistant Executive Director/Legal Counsel (the AED) assists the Executive Director in all areas of general NYSPCC management. The AED supervises the Directors of the Finance and Operations and the Research and Evaluation Departments. The AED identifies legislation and other public policy issues that can impact The NYSPCC and the children and families that it serves; the AED then develops an advocacy agenda and action plans to move public policy efforts forward. This position also serves as a liaison with legislative/government officials informing them of NYSPCC programs and advocacy efforts. This position coordinates The NYSPCC’s efforts with other child welfare organizations to promote its public policy agenda; this includes serving as the Secretary of the American Professional Society on the Abuse of Children -New York (APSAC-NY) Public Policy Committee.

Responsibilities: Reports to the Executive Director and is a member of the Senior Management Team. Provides information and assistance to the Executive Director regarding the legal aspects of child welfare/child protective issues, and regarding Court-related issues. Provides legal expertise to the clinical team of The NYSPCC on cases that involve the Administration for Children’s Services (ACS), Family Court, Integrated Domestic Violence (IDV) Court or other outside entities. Acts as the liaison to outside counsel for The NYSPCC on contract issues. Identifies Requests for Proposals (RFPs) for program and research opportunities, and assists the Director of Research and Evaluation on applications and letters of support from the Courts. The AED also identifies and applies for City Council funding in support of The NYSPCC’s programs. Represents The NYSPCC by giving testimony to legislative committees regarding child protection and child welfare legislation. Conducts training to professionals on their obligation to identify and report child abuse and neglect, and on other legal topics in conjunction with the Training Institute. Provides back up to the Executive Director for responding to media requests for comment and opinion on child protection/child welfare issues. Acts as point person for all matters when the Executive Director is not available. Criteria: Attorney admission to the NY State Bar. Must have a commitment to the principles of diversity, cultural equity and inclusion and demonstrate experience and knowledge of providing services to diverse populations. 10 years of experience litigating child welfare and other child-related cases. Familiarity with the legislative process at the state and federal levels. Experience in reviewing, analyzing and commenting on child welfare/child protective and related legislation. Requires experience in supervising management staff. A working knowledge of financial operations, program research, and administrative operations. PC/Windows computer including standard office software (word processing, spreadsheets, etc.). Bilingual a plus (Eng/Spa)
