The County of San Mateo Human Services Agency (HSA) is seeking qualified applicants for the position of Human Services Supervisor, specifically in the SMC Works-CalWORKs Employment Services Division. The incumbents will supervise staff located throughout the San Mateo County, requiring travel throughout the County.

The primary responsibilities of the Human Services Supervisors in SMC Works-CalWORKs will be to:
•        Supervise employment services staff responsible for administering and delivering employment services programs, including CalWORKs Employment Services/Welfare-to-Work (WTW), CalWORKs childcare and services in the Resource Centers, which are open to the public
•        Monitor timely and accurate processing of supportive services issuances to clients, Welfare-to-Work Plans, and activities
•        Monitor the Work Participation Rate (WPR) rate for their respective unit
•        Ensure a high quality client experience
•        Provide superior leadership and guidance in projects supporting CalWORKs Employment Services, Childcare or Resource Center initiatives and priorities
•        Act as a specialist in the program(s) by interpreting regulations and providing programmatic guidance and training to staff members

The ideal candidate will have:
•        At least two (2) years of experience with aid programs, preferably the CalWORKs WTW program
•        Knowledge of and experience with strength-based supervision, to develop and maintain various programs in collaboration with community partners to provide services to the public
•        Experience in adapting to, responding to, and implementing changes to program structure, policies, and procedures
•        Understanding of CalWORKs WTW rules/regulations including the Federal/State Work Participation Rate (WPR) measure
•        Comprehensive understanding of intensive case management services required to serve a population with significant barriers
•        General knowledge of labor market and labor market trends and how they may contribute towards program participation or performance
•        General knowledge and understanding of the various components to the WTW program (i.e. Family Stabilization, Subsidized Employment, Cal-Learn, etc.)
•        Experience in MS Office programs (primarily MS Word and Excel)
•        Experience in establishing and maintaining effective working relationships
•        Superior interpersonal, collaboration, oral and written communication skills

A typical way to qualify is three years of professional level administrative or programmatic experience in a human services or related program.
